I'm not the authority for these things(lol highest level is 38) but from what I've *heard* agility seems to peak at 200....... but strength seems to do well at this point also. For pvp chance is still the best for big mobs, unless an intell sac uses a hammer. From what I've seen Inteligence seems to be common on hammers, but at this level you probably have enough money to reforge anyways. Agility *I would THINK* would win in pvp, at least against other sacs because of their minor range advantage. Once again I have no idea about what I'm saying.
The highest damage build is definitely strength. This is because of the enormous damage they can do with most weapons and because they have the highest damage weapon in the game ( peccary blade)
Single target damage in order from highest to lowest:
- strength
- agi (bonus in form of dodging and locking)
- int (single target life steals)
- chance (multiple target steals and area attacks)

Well, I'd say that eighter 4x meloro or 3x ougaa on multiple targets, if you consider only crit beat 2x az'tech in damage per turn, so the votes for int/chance arent that out of way. The power of str build is that the dmg isnt dependant on 50% crit chance, but if you ask for damage potencial ...
Peccary Blade wins everything in terms of damage plus it has a ch rate of 1/25. It's 47-75 damage without ch and 57-85 damage with ch. This is 104-160 base damage in a turn. Even 4 meloros can't beat it in average.

Okay, so I agree with the Strength stat being the best for damage.
But, if we want sheer highest damage no matter how impractical, here's a fun idea I've been playing around with in my head.
Characteristic focus: +dmgs
at level 200 it's possible to get approximately +80 dmg and still have 10 ap
Using a Cursed Scythe of the Blord Warrior, and some very lucky happenstances, it is possible to hit almost in the 4000 damage range for a single glorious round.
Here's how it works:
So, the sac starts the fight by charging up all his Punishments. Every round he should get a stat bonus of 200 to each element. While waiting for the stat bonuses to max out cast Fury as many times as possible (3 times a round).
After 5 rounds of charging the Sac should have a bonus 1000 of each element as well as +96 damage.
When you use this formula you can calculate what the damages might be like:
#of swings*(#of hits*((base damage*(1((gear+scrolled+punishment bonus)/100))+dmgs+fury dmgs)) = approximate damage for the round.
So as a low damage round this is what damage you could expect:
2(5((9*13)+80+96))= 2,840
This is what the average damage should be around.
2(5((12*13)+80+96))= 3,320
This is the damage at it's approximate maximum.
2(5((18*13)+80+96))= 4,100
This is just impossible, but this is what it would look like with both swings going critical.
2(5((28*13)+80+96))= 5,400
Of course, this effect only lasts for one round, takes 6 rounds to charge up fully (while being beaten), and can easily be out damaged by many other tactics if you consider the damage per round, but it would definitely be a stupid and fun way to say hello!

It would seem you are indicating that only level 200's can answer in this thread, and expect people to vote Strength since it seems rather obvious to "some" people.

no no u got this wrong what i meant is that i am only lvl 22 and the highest lvl that i have ever reached is 60 which give me less experience than "some" people = ]

seen chance sacrier hitting 800/700 with caniblade
or intel 1200/300 with hamer zery
well yes strenght hits higher. 2000 with blade.
but the other classes has adventage in healing and dodging what strengt doesnt have.
i would suggest pick the element you like.
im 196 strenght sac myself with gaga daggers . working fine to me
700/700 krit with gaga 3x i can live with that

If you're ignoring the perks of other builds (life steal and the sort) strength is probably the best. Personally I don't take maximum damage potential as the biggest number possible, but the biggest average damage per turn, and I'd probably pick strength... gagas are insanely strong, and I wouldn't be surprised if max hit reached ~1.5k per swing. I'm only taking in consideration single-target damage of course. Strength also has some of the worst AoE options.
