Hey there,
Thank you for sharing your concerns and you are in the correct forum section
The line is grammatically correct and the keyword is "received by" indicating the enemies are suffering the damage. However, "by" has a lot of meanings, especially if you are not a native EN speaker, which can lead to misinterpretation. The spell description will receive a small change and be split into two sentences with the next update to make it a little clearer.

This means that the targets will be receiving 115% of the damage they normally would for a given hit, instead of 100% which is the baseline amount of damage they would receive otherwise.
An example of a bewitchment that impacts the amount of damage a given target can do to an enemy would be the Sram spell Jinx, which applies "Spell and weapon effects minimised" to the target. This directly impacts that target's damage calculations and only allows their damages to be the lowest possible roll.
It was actually the old Brokle spell which used the reverse of this, applying "Spell and weapon effects maximized" to the target. I wonder if your viewers were getting it confused with that?

Every spell or modifier is such a mess, specially regarding infinite dream.
