How to get Dofusteuse?

So I was told in order to craft the cloak, you also have to do a chain of quests and complete an achievement. Is this true? If so, could someone point me to the name of the quest and/or the npc that gives it to you so I can begin it?

I don't think you have to complete the quests to craft the cloak, but you get an item from the recipe (Shimmering Silk) from completing them, and it's not obtainable any other way, other than to buy it (very rare and expensive).

The achievement you have to complete in order to get it is called "Four Over Five."
