The houses will be instantiated so that they can have several owners. You can find more details about that in the Server Fusion devblog.
I'm not sure I understand the other question. The ten servers listed (Rushu, Rosal, Solar, Aermine, Zatoishwan, Shika, Dark Vlad, Ereziah, Nehra, and Padgref) will be merged together, under what circumstances could a Guild Leader "choose another server"?

This means that anyone who wants a free name change potion should duplicate their character's name before the merge.
Indeed in the long run this could net you a free name changing potion but it will be on the account with the duplicate and not your original since the original obviously accumulated more time using your name than the duplicate.
Of course if the free potion is like the usual name changing potion purchasable from emporium then it will be exchangeable after 2 months.
So what will happen if I have chara's on different servers with loads of stuff and kama's (on them and in banks, guild chests etc) but are both being merged to Echo, will both 'old' server chara's keep what they have?

Last I heard, the deletion of dead account was underway (and a little bit more work than expected). It has not been pushed back.
Question 1 : If an account has been subbed once (by Ogrines, from Kama/ Ogrine Market), how often that account has to be logged, so that it doesn't get deleted? And how often it has to be subbed to prevent deletion?
Question 2 : If an account is subbed and plaid regularly, but some characters from it on it aren't plaid for a long time, do these last characters present the risk of getting deleted?
Question 3 : Once an account gets deleted, is there any way to recover it (like a character can be restored) ?

Question 4 : Different accounts can have the same email address? Or it is mandatory that each account has an unique email address? Then, if something happens to one/ some accounts that share the same email address, can the issues still be solved (like, for example, if one forgets accounts names or passwords for some of those accounts sharing the same email address) ?

Only full accounts are targeted by the suppression of inactive accounts, not individual characters.

It is not mandatory for each account to have a unique email address, but it is strongly recommended. It reduces security risks and makes dealing with Support easier in the event of an issue.
Hiya, Recovering an account isn't as straightforward as you might think.
I have just recovered mine after forgetting the password etc. When you ask them for an account to be recovered they'll need your id ie photocopy of your driving licence, passport etc. Then they (for some reason) insist that you have to make another email address that has never been associated with that account to receive the recovery details even though said account is linked to my phone number.
It can be frustrating, so jot down the name/server/level of the main character on each account, just in case
It's all for security I suppose, I'm not too sure why they'd need a new email though. Hopefully this doesn't get pushed back any further, it's really putting me off of playing
