The pet NPCs do not appear until after you have completed all the required achievements.
So it would still be on that map on the Sufokian Shoreline (especially as that is the only area where Raul Mops spawn).
You just can't see it because your characters haven't done the right thing yet.
Unfortunately no one has discovered and publicised which achievement is needed to make the NPC spawn...
