Caapsalock is indeed quite elusive especially if other players are doing the library at the same time and affecting its spawn. I understand how the process is time-consuming in servers with high populations.
I can escalate your suggestions regarding instancing this dungeon and adding some drops to its mobs to the game team, but I cannot promise that the dungeon's functioning will be changed, however.

White skin from their anemia - there's no meat inside these walls.
Quite loudly their poor guildie yawns - a librarian says to hush!
Then before their eyes Crowhemia's born, caressing their Crowfus.
Adventurers flocked from far and wide to claim this shiny prize,
But to their shock they instantly died when crows came for their eyes.
Lord Crow pondered if his time was up as a cool bird was in town,
Then Crowhemia slew His Lordship's butt and plucked off all his down.
Their guildie had already gone to sleep - no witness to their feat,
But that meant more clakoss to eat for the new ruler on their seat.

We just wanted a Swat Comado Operation: IN and OUT, with no delay.
Lucky that we found some iron age old cheese hidden in the walls,
Anemia took over us tho, we started loosing hair, nails, and getting yellow eye balls!
The Librarian kept announcing different Capsalock's possible positions, every fight or two,
It was staring wildly, evilishly smiling, crazy laughing, completing each sentence with CouCouBoo!
Now that I look back, I think it was Baby Crowzila's revenge, hand in hand with the Librarian, possibly, too,
Cuz we snatched some Babies from their CouCouBoo Crowdzila Mom, ages ago, under a sky that was so bleu...
Fighting crows and feathered stuffs, wasn't hard at all, just time consuming, mostly,
Cuz we went with a big party, like a Medieval Age charitos and horses, yet from hunger we ended almost ghostly!
Too smallish breaks for a snack, a lil weewee, or some water, hard times indeed, I'm telling you!
Not forgetting I was there despite of my neverending overlasting 2 months old nasty flu!
When we finallllly reached Capsalock, guilie said "I never was so happy in my life!", and I believed him, I was too!
While I was secretly wiping with my pj's sleeve the happiness tears' dew...
I'll never do this dungeon, probably, again, if it doesn't get fixed,
Even if someone drags me to swim up and down all life in River Styx!
I swear, for Zeus, and Achille, and even Hades' powers, all to wrath my prized pixels possessions in this game!
I am never again hunting crows and black and red-orange feathered things, it is almost worthless getting such an aim!
So, please, when you have your breakfast, some lil bread and butter, maybe with some jam,
Make this dungeon, pretty please, worthy to be played over and over, like it used to be, again ...

Next time I'll just pass and do on LC resting alive and undisturbed, my bidding!
2 hours +++, was what a guildie said, cuz they were more groups there, all pulling mindlessly the levers...

Oh, and also add some xp/ drops to LC rooms, pretty please!
Removing drops/ xp from most rooms in LC is more or less like ... rubbing a chair leg with menthool liquid to fix it, when it might need instead glue and bolts and screws and whatnot, to address the real issue, and not the symptoms = the chair, shaking.

The same is happening for (mino)tot maze ... if more parties in it, as it is happening at all hrs, given T.K.'s population ... finding the mobs for their relics, pulling the right levers, and opening the proper doors to take the right path ... does become a royal pain in the marshmallow!
It would be wonderful if both, LC and Tot were instanced - their mazes, I mean.
