Cant create char on mono server

Hi, i introduced dofus to my friend .. and since iam mono server which is not able to access without member .. he paid for it .. and than nothing happend .. then we found that he has to download authenticator .. verify tel number .. still nothing .. but now it shows when he try to log in that only players who actually already have exsting character can log in .. but ehm .. server is in average status .. so ot not full and now what? Its kinda stupid ehm dont you think? Or is there any other restriction which he didnt obey?
