A thief of any kind- PROBLEM?

Hello! I have a problem with a quest. It's name is A thieft of any kind. The problem is that i did the dungeon like 20times with both achievements and pp stuff, which means i have about 50% chance of dropping or so. But i still don't have the key. I have supply deppot completed and i want to ask if there is a bug with that quest or i'm just that unlucky, if also there are other quests that i have to complete to drop the key.

I think you are just unlucky, the key only has like a 1-5% drop chance I believe.
