This weapon was once a Shushumi capable of stealing Rushu's Shushus' soul fragments from monsters. Its magical properties seem to have dried up, making it of dubious use for most Twelvians… However, you can always use it as a cosmetic item! (Place this shovel over an already-equipped shovel to change its appearance.)
